Eligible Projects: Eligible projects are limited to transportation projects and programs,  (i.e., "projects") that are included in the Alameda CTC's 2020 Countywide Transportation Plan (2020 CTP) and conform to the most recently adopted CIP Principles and Guidelines. Program-specific Guidelines and/or other fund source requirements may supersede the overall CIP Principles. 

Additionally, due to the specific funding sources available for the 2024 CIP, eligibility is limited to the following project categories:

• Bike/Pedestrian Capital
• Bike/Pedestrian Program
• Transit-related Capital
• Shuttle or Other Program Operations

Eligible Applicants: Eligible applicants (direct recipients) for funds programmed through the CIP are limited to the following:

1. Cities of Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro and Union City;

2. County of Alameda;

3. Transit agencies: Altamont Corridor Express (ACE), Alameda-Contra Costa Transit District (AC Transit), San Francisco Bay Area Rapid Transit District (BART), Livermore Valley Transportation Authority (LAVTA), Union City Transit, and San Francisco Water Emergency Transportation Authority (WETA);

4. East Bay Regional Parks District (EBRPD); and

5. Alameda County Transportation Commission (Alameda CTC).

Entities that are not identified above as eligible direct recipients may be eligible to receive CIP funds as sub-recipients by partnering with an eligible direct recipient that is willing to pass through the funds to a sub-recipient. Exceptions allowing other entities to directly receive funds may be granted by Alameda CTC on a case-by-case basis.

Minimum Match: The CIP Principles include minimum match requirements for various project types. For the 2024 CIP the required minimum match amounts by project type are as follows: Capital projects = 25% and Program and Shuttle operations = 75%. For capital projects, the required minimum match applies to each phase requesting 2024 CIP funds. For Program and shuttle operations, it’s applied by year.

Maximum number of applications: Each eligible entity/agency is limited to submitting a maximum of five (5) 2024 CIP applications. For projects recommended for 2024 CIP funding, Alameda CTC staff will select the recommend funding source or mix of funding sources based on project type, sponsor eligibility and project timing. For federal OBAG 3 funds, Alameda CTC will evaluate and nominate a list of candidate projects for MTC’s programming consideration.

Maximum funding request: Capital projects: $10 million per application; Shuttle and program operations: $500,000 per year. 

Application Deadline: Complete 2024 CIP applications are due no later than Midnight, Pacific Time, Thursday, June 30, 2022.
